The Growing Importance of Photovoltaic Manufacturing

Photovoltaic (PV) technology has emerged as a cornerstone of the global renewable energy transition. By harnessing solar power, PV systems contribute significantly to reducing greenhouse gas emissions, meeting the increasing global energy demand, and driving decarbonization. However, Europe’s role in the PV manufacturing industry has diminished over the past decade, raising concerns about energy security, industrial competitiveness, and sustainability.

This article explores the current state of Europe’s PV industry, emerging opportunities, and the challenges it must overcome to regain its position as a global leader in photovoltaic manufacturing.

Europe’s Current Position in Photovoltaic Manufacturing

A Decline in Market Share

Over the past two decades, Europe’s share of PV manufacturing has plummeted. In 2008, Europe contributed over 40% to the global PV module production. By 2023, this figure had dropped to just 2%, with Asian manufacturers—led by China—dominating 94% of global production.

China’s manufacturing scale and lower production costs have given it a commanding market share, accounting for 86% of total PV module production. While Europe still installs a significant share of global PV capacity (approximately 20%), its dependence on imported modules highlights its reliance on external suppliers.

Ambitious Renewable Energy Goals

The European Union has set a target to achieve significant decarbonization through its REPowerEU Plan, aiming to reduce carbon emissions by 4.9 gigatonnes (Gt) by 2050. To meet this goal, Europe must scale up its renewable energy deployment, including PV systems. Without local manufacturing capabilities, however, the region’s reliance on imported modules may hinder progress and economic resilience.

Emerging Photovoltaic Technologies and Their Potential

European R&D institutions have made significant strides developing emerging technologies, creating an opportunity to establish a competitive advantage in their large-scale production. Efforts to accelerate innovation in this field are further supported by initiatives like the PVOP project, an EU-funded program aimed at driving growth and collaboration in the solar energy sector.

The Role of the PVOP Project

The PVOP project focuses on fostering collaboration among key stakeholders, including PV system owners, SMEs, investors, and public sector entities. By providing resources, organizing events, and facilitating partnerships, PVOP supports the adoption of cutting-edge solar energy technologies and the transition to renewable energy sources across Europe. The project plays a vital role in enhancing the efficiency of PV systems and encouraging innovation, ensuring that emerging technologies such as hybrid perovskite and organic solar cells can reach their full potential.

This collaborative approach, coupled with Europe’s strong research base, provides a strategic foundation for building the next generation of photovoltaic solutions while creating opportunities for industrial resurgence in the region.

Why Rebuilding Photovoltaic Manufacturing in Europe Matters

Economic Resilience

Reviving Europe’s PV manufacturing capacity can create jobs, boost local economies, and reduce dependence on foreign imports, ensuring greater control over its renewable energy transition.

Leveraging Research and Innovation

Europe’s extensive R&D capabilities position it to lead in next-generation PV technologies, such as hybrid perovskite and organic solar cells, which promise higher efficiencies and more sustainable manufacturing methods.

Sustainability and Circularity

Developing robust recycling processes can address the environmental challenges posed by end-of-life PV modules, ensuring the long-term sustainability of the industry.

A Strategic Opportunity for Europe

Rebuilding Europe’s photovoltaic manufacturing industry is not only an industrial imperative but also a strategic necessity. By investing in innovative technologies, scaling up production, and implementing efficient recycling systems, Europe can regain its leadership in the global PV market. This effort will support its ambitious renewable energy goals, strengthen energy security, and contribute to a sustainable future.
